Unless there are some very specific circumstances here, a recruiter can't actually stop you from talking to someone else.

I would suggest getting in touch with the next person higher in his chain of command, take it as high up in the chain until you get satisfaction, but I didn’t think they could stop you from going to another recruiter, you are not under any Contract with that recruiter
