I think the commander needs to think about what is best for his unit.

Thank god this is only for delaying their own promotions and not enlisted Soldiers in their commands! That would be a huge problem since most Commanders don’t understand the individual Soldiers actual job, see them daily, or rate them, so I’m damn glad they have no hand in slowing down or stopping our promotions!
