Has anyone ever felt that their leadership was trying to prevent them from getting promoted?

Not to sound like a complainer, but I was recently recommended to go to the board. I did not go that month due to certifications. Then something came up and I did not go the next month. Now my squad leader gave me a 3 page non rec. for things that didn't happen since the before the recommendation.

Well, your first stop is some self-reflection. If after doing so you believe that you are in the right I would suggest you then talk to your 1SG and or CSM.

Well said Top. SSG(P) (Join to see) don't take too long to reflect hopefully you didn't waste Top Bennett's time if you're not going to tap your 1SG or CSM. If they're worth their salt, they'll tell you if your worth yours. If warranted, he/she will ensure corrective action is taken. Top's answer is pretty much a blinding flash of the obvious. Get to it.

Just for future reference CAPT Kevin B., a CSM is Command Sergeant Major, E9. A Top is a First Sergeant, E8. CSM you just address by Command Sergeant Major.

If your leadership gave you a non recommend, I would say it is a good sign they don't want you promoted.
Read the three pages and discuss it with your squad leader. Work out the issues and earn your recommended status back!

Were the items on the Non-Rec "valid?" As in did they happen, and were they things you were responsible for and could have corrected or prevented?
If so, just because Leadership failed to counsel before sending you to a board doesn't mean that they were fully aware of issues at that point.
If not, did you discuss the Non-Recommendation with your your Squad Leader to adjust anything on the counselling that was not valid. You are entitled to present your side of things, especially if there are inaccuracies on the statement.
After that, we have some follow on issues. First is making sure your certifications are complete. That is a matter of being proactive. That's on you. Second is "something came up." Things do come up, but this is YOUR career. If it's important, make time for it. Third is "addressing the concerns" as presented in the counselling statement (aka non-rec). Basically fix the issues so they don't have an excuse. Finally is whether you would have had the points to be promoted. If not, you have time to correct the issues. If so, refer to 1 & 2.

The subjects that were put on had happened months ago and everything has been corrected. I have been working with this particular squad leader for three almost four years and during the counseling he mentioned actions that happened in our last duty station before somehow we ended up back together in our new unit. Also I do appreciate the advise. Even though it doesn't look like I am going this month you made a valid point that I can still earn more points everyday.

SSG(P) (Join to see) - Previous duty station would likely fall under "not valid" (more specifically not "relevant") and I would suggest "respectfully challenging" those specific items especially if they have long since been corrected. Likewise anything else that has been corrected in a period since an "official counselling statement." (I don't know if Army does quarterly, semi-annual, or Annual for Non-NCO).
"In theory" specific things should have been included on your previous counselling statements, and although a failure to annotate them there doesn't mean they didn't happen, it is indicative of something else, and may give you cause to "escalate up the chain" IF your other ducks are in a row.
