I had a good experience with the website GaijinPot.com when I was hiring in Yokohama several years ago. I found two Americans through them who were nearly fluent in Japanese. I found the other two through the Transition Assistance office at the Yokosuka base.

You could try using the website LinkedIn. While it may not be solely for veterans, if you notate that your company gives preference to military experience, then that could be a way to draw applicants. Alternatively, you could also try going a direct route and contacting the various outprocessing sources at stations in Japan (Misawa, Okinawa, Iwakuni, etc.).
