Because the Military is trying to keep the best and the brightest, and cut loose the dead weight. If you try to solve this problem with voluntary separation, all the dead weight that's just sucking up a paycheck by doing the bare minimum would not get out. The people who would voluntary separate are the people who generally have a plan, have aspirations of greater things and have the drive and motivation to set and reach for their own goals. THOSE are valuable people, and the military does not want to lose them.

One option that I have recently taken advantage of is the 180 Early Separation for either employment or education. While this only takes up to 180 days off the contract, it is fairly easy to do. All you need is a 4187 requesting a new ETS date, plus a letter of acceptance from either your future employer or school, and a DA31 for any transitional leave you may be taking. I'm not sure if that would work in tandem with a QMP/QSP though. It is branch and rank immaterial. Soldiers can request UP TO 180 days early separation. It may be worth looking into if someone were notified of QMP/QSP as to whether it would be an option or not. S-1 may be able to answer that question.

This is a great program. I have seen two early separation for employment packets come through the BN S-1 office. Both were Air Traffic Controllers who were offered employment in the 6 figure range.

Maybe not just a voluntary separation, but partner with local businesses that are willing to take on separating service members, give them permanent employment (or contractual employment), and allow them to step back into civie life.
