Hell no! I was active duty when we wore the black boots. Mine were always cleaned and brush shined, but spit shining takes too damn long, and I always got crap from my NCO support channel for not spit shining. I could do my job like no one's business, and was good on PT, but I was still a dirtbag because my boots weren't spitshined. Not just, no, but hell no! The time I'd spend spitshining is time taken away from practicing my craft as a warrant officer.

YES!!! Not only because they look more professional, but it instills a sense of discipline and meticulous attention to detail. You can usually tell the dirtbag soldiers by the way their boots look. If they don't have the patience, time, discipline and attention to detail to get their boots squared away, how can you trust that they will care for their other equipment?
