I asked this question of SMA Tilley when he did a town hall at Fort Carson in 2003 and his reply was: (Paraphrasing) Once you are in 3 Star or higher nominative CSM position you no longer receive NCOERS. I did try to find it in the regulations but never did. But then again I haven't really thought about it since 2003. Maybe when I get selected for that level of responsibility I will post the regulation on RP.

SGM Debra Bradshaw - Reports are optional for SGMs serving in three- and four-star nominative positions, except for “Relief-for-Cause” reports. When SGMs serving in three- and four-star nominative positions are reassigned to other duties and no other report has been submitted, that time will be considered nonrated and will appear on the next report submitted upon reassignment for those duties.

The SMA doesn't receive an NCOER. I knew SMA Tilley (first met him when I was a brand new WO1 assigned to the G-2 section of 1st AD and he was the Division CSM, he wanted know why I became a WO after I reached SFC at such an early stage of my career). At that level, NCOERs are moot. The NCOER is designed primarily to judge your polential for increase responsibility (and to be the ultimate counseling tool on your performance). The SMA doesn't need that. He's not going any higher and if he need a NCOER to guide him in doing his job there's something very wrong with the system of selecting SMAs

CPT (Join to see) - LT, I told him there are specific missions I've been trained for (in Military intelligence) that I wanted to run (be the OIC of) and the only way for that to occur is to become a Warrant Officer (those slots were for Warrants). Of course it was a bit more complicated than that. All my best mentors were Warrants and they all saw I had the protential to be a good Warrant Officer. It was also, unfortunately so, that when I observed the E8s and E9s I served under, were generally not involved in make key decisions about how to run the missions. I'm probably going to catch "heat" for saying this but once someone makes E8 in a technological field like MI they usually aren't in a position stay technically proficient. Our system is set up that good NCOs who are both strong leaders and technicians must choose what direction their career will take, stay an NCO and work toward being a CSM or become a Warrant. I would always counsel the good NCOs I saw with protential to be either, just as I was, that if they wanted to stay a "technical leader" they should become a Warrant but understand that being a good CSM Is very important, you'll have more of an impact on a large number of soldiers and being a SGM/CSM is, personally, a much more "prestigious" position then being a Warrant. After all who in the wider civilian world knows what a Warrant Officer is and does vice what a SGM/CSM is and does? There have been movie/TV shows that have featured E8/E9s but I have never seen one that features Warrants...and that's fine with me because if anyone chooses to become a Warrant Officer for the "glory" I would have preferred they had became a "regular" Officer.
