AR 600-8-22

Any awarded foreign award (Under Appendix D) beyond 1 JUN 14 must be considered "outstanding or unusually meritorious performance" in order to be worn by SM's.

The chain of command will have to weigh in heavily, probably with a MFR from Brigade Level if anyone wants to declare a
foreign award "outstanding or unusually meritorious performance."

Additionally, all badges and foreign decorations (Appendix D) awarded prior to 1 June 2014 are grand fathered.

I made contact with HRC and will provide more guidance at a later date.
