What suggestions do you have for someone having problems accessing military websites?

I am trying to access the HRC.Army.Mil website but whenever I try to log in I keep getting a page cannot be displayed error. I need to access the site so I can find a unit to transfer to. I tried calling the help desk but since it's a personal computer they are very limited in what they can do. Any suggestions?

If you are using Windows 10.....a lot of military websites don't like Windows 10
