This sounds cynical, but I've seen it happen often. Again, networks matter a lot for opening doors.
Why it's a waste applying even when the job description is perfect for you,

Generally a person can fill his or her own vacancy if in a specialized or shortage MOS and the military is doing away with the green suit-er position. Contractor position are the more likely approach but, you are a contractor living from contract to contract, employer to employer whom holds that contract.

SFC Robin Gates Is this why Mos of the jobs I applied for on USAjobs wait about 6 months after the closing date and then say that the position was dissolved? I call HR every week and they always say that the position still hasn't been filled, then I get an email and the position has been removed!

More then Likley. I ran into the same problem. Come to find out after checking with some people I know the job was filled from within due sequestration cuts and people were shuffled around so they wouldn't loose their jobs. They'll post it briefly then take the post down. You have to have a connection even then, that's no guarantee.
