Is my S1 correct in telling me that my education is required to be evaluated and put on my ERB?

Absolutely not. They can update the number of college credits, and add to your records a copy of your official transcripts.

Because of character limits I wasn't able to finish my question... according to my S1, they send my transcripts from my ESS to HRC. They told me that HRC updates the educational portion of the ERB, however in every other S1 I've been in, they update my semester hours on the spot. Can anyone give me any insight?
Also they said that HRC is putting degrees on peoples ERBs without earning them as it now goes based on how many credits someone has. For example, I have 70 credits...I technically have a 2 yr degree AA, so on and so forth.
I appreciate all the help!

If your S-1 is putting a degree on your ERB you haven't earned, they're screwing up. It isn't just about the number of credits, it's about fulfilling the requirements. Stay on them, and argue with them, because if it comes out, YOU will be the one looking dishonest at Board time, not the S-1.
This is something to take to the commander. If I were in your shoes, I would. The S-1 is doing something unethical.

If HRC is doing it, perhaps they're assuming something that isn't there. It doesn't matter who's doing the screw up, it needs to be fixed, or SSG Russell will look like the dishonest one when he's not being dishonest. That's not good for any board....
