Honestly, I am not big fan on feedback from them as means of rating. We would end up playing a system of favoritism with our troops to get a good rating. Sometimes you have to get hard on people. If you give Jones a counseling statement for being late, he slips you the knife on your rating?

Truly a great question. If used correctly counseling is a two way communication. That being said the Leader will need to allow the person to speak thus giving perspective to the aforementioned leader.

Yes, that is probably true for some. However, it is frustrating when leadership who treat their subordinates poorly still get raving reviews from their raters. This isn't allowing for an honest and accurate review of the person. I think it would push leaders to better themselves and treat their Soldiers better if this were to take place. Not that all leaders are bad but there are plenty who could use the reality check.

SSG(P) Loris Metzinger - I see where you are goiing with this and I like it. However, if a leader is treating his/her subordinates poorly, then that leader's leadership is definitely going to hear about it, or witness it themselves. This doesn't always happen, but if a subordinate is being treated very poorly, then most likely they are gonna search for help at a higher echelon above their leadership, and it should (not always) be very obvious to the command either from ''worth of mouth'' or unofficial witness testimonies on how crappy that leader is treating his/her people, thus causing that leaders supervisor to seek further investigation to see what is going on. Also, if a subordinate has an itch to scratch with their supervisor, then they could screw them over on this section on the NCOER, regardless on how well the leader treats them. In this day and age of ''butthurt'' where troops think their leadership is treating them poorly every time they are spoken to in a stern manner, this may be reflected as poor leadership in the subordinates eyes.

If I may add, now if the leader is just that awesome ''stellar'' leader who everybody wants to be like, then his rater should acknowledge it, and annotate it on the NCOER.
