How could I receive my medical records from Great Lakes Illinois Naval Base?

A little more information is required to answer your question. Are you still on active duty? If so, it is best to go to the local medical department to ask for information from you record. As the record belongs to the Navy, the entire record will not be released to you. If you are no longer on active duty, your records were closed out and forwarded to a national records depository when you got out. No records remain at Great Lakes for you.

Visit http://www.archives.gov You can get a copy of your service record, medical and dental records. It might take 4 - 8 weeks, but I was ultimately successful and it help me determine that I got an award that I did not know I got.

I don’t know how the navy did it but my brother had signed a Release of records from his recruiter and faxed it over to the hospital where he got treated.

Ah, but the Navy medical folks do share medical information with other medical people (with permission of the "patient"). Entire records are still maintained by Navy Medical types.
