What's the difference between a Vice Commander and Deputy Commander in the AF?

Some say that the difference is a Wing+ has a Vice Commander and a Group- has a Deputy Commander. Is this true? Then what is the 2nd-in-command for a NAF, Wing, Group, Squad, or Flight?
