How can I navigate hostile policies against transitioning soldiers?

I am etsing and found a career skills program through sfltap i was interested in, however, I found out my battalion commander will not sign off on any applications for the career skills programs for transitioning soldiers. Is there any way to navigate this tough spot I and many other other soldiers find themselves in so that we can have a better chance at a successful transition?

Who says? Have you filed the paperwork with him? Is there a way to go to the next higher command if he reuses?

I agree. So many times Soldiers say they heard "the policy is..." or "they won't sign off on..."
I will have a conversation with the CSM about how we need to send more Soldiers to schools or transition programs and the next day I'll hear these soldiers telling each other not to bother trying because it will get denied.
It's not your leadership keeping you down, it's your buddies. Ask the old man in person if it does get turned down.
