There are so many rules and ways to do things in Government, amazing isn't it?

But to the pundits in here my question is, if it is allowed and legal...then what's the issue?

All presidents do it because, well, it is within their purview to do it.

Until Congress decides to change it, it is just more "bitching for the sake of bitching"

MSgt Keith Hebert, I voted that it's more political double speak. It's a convenient way for the President to say he has issued fewer executive orders (and for the media to lap that up and report it), while he's doing the very same thing with memorandums. That's a neat trick, and he almost pulled it off. Somebody (USA Today) noticed, however.
