Can anyone help/explain how the Special MOS Alignment Promotion Program (SMAPP) works?

Does the soldier have to be promotable to put in a packet for SMAPP (Special MOS Alignment Promotion Program) MOS-25E?

The 25D and 25E courses are offered by the US Army Signal School. It is an application MOS and contingent on you having enough time on your contract or you reclassification into the new MOS. The application and information can be found by the MILPER, current one as of 01MAR2021 is MILPER 20-332 “Special MOS Alignment Promotion Program”. The actual application is on milSuite on the OCOS page.

They tried that with me too just prepare you packet ie 4187 srb weapons card and pt card and say if they want you to re-enlist they have to send it up to retain.

SFC (Join to see) yeah I won't probably get a bonus just trying to go back signal so I finish out my career signal. But I will begin to prepare the packet, I was wondering if you had a example of the 4187?
