Approach the nearest recruiter and ask for your material to be transferred to them. And yes you were dumb.

We had a young man that was enlisting but then Hurricane Katrina hit us and we had to evacuate. The first thing I told him, talk to the local Recruiter to find out the status of his enlistment. The main question, were you taken to a room where you raised your right hand and swore to support and defend the Constitution of the United States. If you didn't you then you are not officially in the service and they have no control over you.

I want to add that whether you have to start the process all over again depends on how much information/records they have on you.

Your question is a bit confusing. If you have already been to MEPS or taken the ASVAB, you are good. However, if you just started the process with the recruiter, you will need to start over.
