How is seconds at the DFAC supposed to work?

What's the regulation on meal card holder getting seconds at the DFAC? AR 600-38 isn't very black and white on it. My interpretation is that a Soldier only has to go through headcount once (per visit), eat, and then get up get seconds without going through headcount again.
