I was wondering, how and when would be the best time to contact my Branch Manager! Should I email or call? If I call is there a best time and or day to call? Or should I just go to Retention and get their help?

Don't use your chain of command, your 1SG and Commander are not going to call your branch and discuss your next duty station.
First, update your ASK. They usually look at that first.
You have to be on station for 3 years, so you can contact them to discuss a duty station after 2.years on station. If you are close to ETS they will tell you to talk to your Career Counselor since you'll need to reenlist to move anyway.
I have found the best time to reach them is 0800 to 1600 EST. Follow up with an email that says, as per our discussion....

You actually got them to answer during business hours? Times have surely changed since my last attempt (although granted my last attempt was when I was OCONUS and time zone math came into play).

Was electronic maintenance during my last attempt. They....weren't as helpful.

You could ask locally (Retention NCO) about what's the best way to contact Branch and have a conversation about what you want to do, but ultimately you'll need to contact them. I'd start with e-mail and see how responsive the person at the other end is, and then call if/when you need to. I'd try middle of the week, mid-morning or early afternoon. Good luck!
