VA benefits, Have been retired awhile, my disability was upgrade and approval was dated Feb 2019, effective July 2018

Million dollar question. Depending on the caseload of the facility processing your paperwork, can be some to several months. You can call VA and ask the status of your claim at [login to see] . You can also ask on VA.Gov, "Contact Us" tab in upper right, then "ask a question" then follow prompts on IRIS. You can, if unhappy, go through you congressman or senator on their website.
