Reputable DAV Service Officer in Virginia Beach/Norfolk area?

I am debating whether using a lawyer or DAV rep to help increase current ratings as well as reverse the status of "not service connected" decisions. I have read/heard the good and bad of both. I've come to the conclusion that it all depends on your representative's passion. Any recommendations on local reps would be greatly appreciated!!

I have always used the DAV and been please with them. One thing I found out a couple of months ago is the VA has a VA Claims File on me, I had the DAV request a copy under FOIA so I know just what the VA has on me to make the decision they make. It is in my interest to know what the VA considers to rate me and to make sure all the information in the file is accurate.
