NCOs identified for QSP with 15 years in but less than 20 can apply for TERA (early retirement). The key is TERA must be requested via 4187 through HRC. It is not automatic.

Another interesting tidbit:

"One last note; when the SFC board convened approximately 7,000 SSGs were not considered because they did not complete SSD 3."

Good Day SGM. how is that an explanation? It's the usual mouthful of fruit salad. While the ground rules and standards for QMP are very much identified, No one really knows what the standards are for QSP..and to be honest I think it's dirty and borderline illegal. I get the reason for QSP is because of so called overstrengthed MOS's..but the problem is no one knows what criteria sets apart WHO is selected for the QSP. Is it....Lack of deployments? Is it lack of career development where a Soldier has not gone to schools in a few years? Is it the way his photo looks? What standards or criteria is put in place to choose the Soldiers selected for QSP? No one ever has a definite answer. I am a full time AGR Army MSG and when I ask HRC I get a tap dance worthy of the Boston Ballet. One HRC rep actually had the sack to tell me that once you are selected you will be told why you were selected....as if that is supposed to make one feel better. Too late by then, wouldn't you agree? I think that the criteria is not spelled out because the powers to be do not WANT anyone to be able to prepare for it to be honest. QMP is different. Everyone knows if they have bad paper.
