How do I make a request for Service Records through the Freedom of Information Act (FOIA) from the Navy?

I found out my great-grandfather S2C Edward Berkett White was KIA during the sinking of the USS Hoel on 25 October 1944. I'd like to find out more about his service including Awards. I'm not considered NOK so I have to go via the FOIA route. Can anyone provide guidance?

File an SF 180 through the Navy Records Branch.

As long as they're deceased - yes.
If they are alive but under guardianship then the guardian must apply.
