IAW AR 608-99 para 1-5b3, Soldiers are required to provide adequate financial support to family members.
I have a colleague who has a Soldier in his unit that fails to update his BAH for dependents with supporting documentation. Is it required for a Soldier to list his dependents for his BAH entitlement? I have no knowledge that the Soldier is not providing financial support.
This Soldier is in the Army Reserves, has a spouse and kids under the same roof. No child support due. No government housing needed.
Note: Why the Soldier doesn't want free money to support his family is beyond me.

At least one dependent must be listed in DEERs in order for the SM to receive the with dependents rate of BAH. There is no additional BAH benefit for more than one dependent. As far as him not paying support then I would guide you to talk to your (or his) local JAG for guidance on that (I know the answer but am not a lawyer or a JAG so will keep it to myself)

1: Unless things have changed in the last year which I doubt, Dependents DO NOT NEED to be listed in DEERS to receive . DEERS is for health coverage, not finance!
2: BAH has to be certified when first entitled using a Marriage Cert, birth cert, etc. For a reservist it SHOULD be recertified every year at their birth month audit. It MUST be recertified every 3 years to continue receiving the pay.
3. Reservists get BAH anytime they are on ACTIVE duty orders however they do not get FULL BAH until they reach a threshold of days. A married reservist does get a larger amount of BAH under the threshold than a single one though.
4: For reservists, the DODFMR is a good starting point but it is geared towards active component.. USAR Pam 37-1 will get you to a better answer much quicker.

Hey quick question guys, I've been out since 94' and was wondering what would the avg pay be for say a e-5 single and a e5 married with 4 kids on jump status, how much per yr would they bring home including housing allowance? Also for a captain?

If they are living under the same roof, it is assumed that he is providing for the family. If he elects to enroll them in DEERS, that's his option. But as for providing support, it is assumed he is providing support.

The Navy has a clear Policy called "Support of Family Members" In lieu of a court order or mutual agreement a service member has specific obligations under this written order:
1/3 of gross pay for a spouse
1/2 of gross pay for a spouse and child.
The scale goes up from there and is clearly set to "gross pay" regardless of BAH, family housing ect....

Maybe the solider has an AD wife?
I was dual military household. My wife and I both drew BAH at single rate until my son was born, then I drew it at "with dependents" rate, and her at single rate. Had she outranked me, she would have drew with dependents instead.

Unknown if the Soldier has a spouse on AD. I doubt it though as my colleague did not mention it.
