Me and my husband are both dual military, I have a cousin that isn’t doing well financially, and I wanted to know if he could move in for a while, if he can what are the steps I need to take? thank you.

Better talk to base housing. That would/should be your first stop. Then, if Housing says it's okay, immediately both go to your CoCs and inform them of the situation.

If you don’t own the place you live, you need to review the rental agreement. Most local/civilian rentals have a background check requirement for all residents.
On base, check with housing. Note that there could be access issues when they are not military, you have to keep getting passes.

When I was in the was a time limit for family visitors- better check with Housing, that kind of violation can terminate your housing agreement.
