If your phase 2 site is JBSA, they should PCS with you to fort sam. If it is somewhere else, they won’t accompany you during phase 1. Your orders should spell all that out.

Here’s a more thorough explanation. For phase 1, it’s about 16 weeks. So you “TDY” to JBSA without bringing dependents and are paid BAH on where they are located until you finish. Once phase 1 is complete, you go to phase 2 which is 42 weeks. Here you will take your dependents with and complete the rest of your course. Phase 1 is always going to be JBSA. Phase to can be JBSA, fort Gordon, bliss, Lewis-McCord, or Walter reed. Your phase 2 wont be determined until phase 1 is complete. Even if your orders suggest a certain location. This is important to keep in mind because phase 2 sites can only take a certain amount of soldiers and there’s always a possibility of being recycled into another class.
