What challenges does the Army face in implementing ALC 2015?

Where to start, many challenges will come forth with the implementation of the new concept/doctrine, the biggest one currently will be how to actually put it into paly with the impending budget cuts and constraints. Other than that main roadblock heading this way beforehand, I think the it will be capable of rolling out to initial success for all aspects of the desired doctrine.
It is a big change from what I saw during the last decade of two separate wars and the training and learning curve for the fight that was utilized for us then compared to now.

this program needs to have a champion...top down strategy...even in the worst of financial times. The way NCOs work is through a resource pool. Once NCOs tap into those resources, collaborate and get it done. For example, Who, What, Where has the facilities to bring NCOs together for NCOPD, NCOES? Its about sharing resources and helping each other out...The facility doesn't have to be a 4 or 5 Star Hotel...it can be out in the open air...shelter halves maybe...GP tiny's, 189A vans...NCOs are creative, innovative and gets results. It may not look pretty but it gets the job done. I like the V model; top down strategy with bottom to top co creation.
