Ive seen enlisted and officer alike come in to take care of certs, extra work, or grab items from the oroom on their off days/leave days. Recently Ive been hearing that coming into the workplace requires you to be in uniform no matter the reason. Is there a regulation that supports this, or is this something that can be company mandated?

Who did you hear it from? It is likely a company, BN, BDE policy. If you mean "off time" by after duty hours, yes they could tell you to come in uniform to come back in. On leave - why would they need you to come in during leave even local leave?

It's up to the commander in the case you described from my time in.

Sounds like some stupid rules if you ask me. But who am I to ask, right? It’s all up to the command but for you are on an off duty status and you need to do quick run thru the orderly room I would not expect you to wear your Sunday’s best.
