What exactly is a dynamic obligation military?

I was looking at a site that showed military discounts for memorial day and I saw it list that if you were a veteran, dynamic obligation military, or Gold Star Family that you would qualify for a free meal and I have no idea what a dynamic obligation military person was. https://aveteransbenefits.com/free-meals-for-veterans-on-memorial-day/
