I was just told the launch of the new NCOER is delayed until at least 1JAN. Is this a sign that either the Army jumped the gun on launch or did someone realize the ranks aren't ready for that type of writing?

The new NCOER is set to debut this fall with the intent of nesting with the current OER. Personally I have seen many NCOs struggle with writing using the current format and need considerable coaching. I haven't heard anything in the form of education or training on the transition and just wondering what the thoughts are on the changeover. I think it will be easier to implement at the senior NCO level where Officers are the Raters and Senior Raters but, junior NCOs may struggle with the new limitations.

It will slowly show people that not all of your people are 1/1 Among the Best and boards should be able to quickly differentiate the stars from the masses.

Honestly, I think that is part of the reason they are changing it. Talking to my Group CSM about the FY14 MSG Board, he said all they looked at were the the bullets and the SR comments. All the blocks were covered because they were more often fluff. If the soldier actually rated 5, 1/1, and ATB, the bullets and comments better show it.

That is the way it is when 75-80% of the NCOs in the Army are 1/1 ATB, something has to change.

I agree that's a pandemic that needs to be halted considering I saw another E-8 here (J4 NCOIC) get the same rating as I did while being absolutely incompetent during day to day activities. The thing is you could actually do that with the current NCOER format, force a numbered ranking system into the senior rater comments similar to the profiles Officers have.

I concur, 1SG being able to complete a sentence. It will challenge some NCO's and officers in their basic writing skills.

Grammar is a lost art.

I am less against the format and more worried of solid performers being shortchanged if their rater can't raise their writing level.

I agree. I also am going to recommend all NCO'S to not just except what is written.

That's a good thing. They'll struggle, and have it kicked back 1,000 times until they learn how to write professionally.
