You have a few resources.
Bikes4vets is one. You also have Semper Fi Fund's grant program to help get assistive sports equipment. I used the grant to buy a bike.

Although I Was In Relatively Good Health, I Made The Great Mistake Of Using My VA Medical Benefits Here In Vegas.....
I'm Now Disabled, With NO Teeth, Have Difficulty Even WALKING, NEPHROPATHY To Both Feet, And My General Health SUCKS....
EVERY FKN Bit of It Due To Medical ERRORS, WRONG Diagnosis, WRONG Medications, HOSPITALIZATIONS (One Was For The MONTH Of December) , EMERGENCY Surgery, MONTHS Of The RN Having To Inject Medications DAILY, In My Home......"It's FUN When I'm Having FLIES."........
Now I'm TRYING To Get Disability But Have Been TOLD:..... (Ready?)
"You Don't Qualify, You're Injuries Aren't Service Connected"......
COME ON!!

During This Entire Time,
I've Not Heard A Single Word Or A Reply, From Any Levels Of The VA
My FIRST Appointment Was OVER 20 Years Ago; As was The VA's FIRST Error.
I Currently Have NO Drivers Licence
Have Gone Out, But 4 - 5 Times For Anything BUT Medical Appointments,
And That Was Early On... But NONE In Over 18 Years...
Now I'm On Medicare... And Being Treated At Southwest Medical Centers Where They're Trying To Undue Some Of The Damages, But Others Are PERMANENT... .
Basically,..I'm SCREWED!

SPC (Join to see) - the need and use seem legit; but I don't know of the VA ever doing bicycles, power or otherwise. Hell, they wuldn't even give me a scooter so I bought a power wheelchair on my own.
The "lady" who evaluated me for a scooter was in physical therapy - which was "strange" because her gut hung down past her knees! Her first comment was, "Well, you shoes look worn," as if to suggest I did a lot of walking. (They were over 10 years old!) Then, she said, with emphasis, "'I' don't approve or disapprove - it goes to a COMMITTEE and THEY decide," meaning ... DON'T BLAME ME WHEN I RECOMMEND, "NO!" My PCP was not happy but couldn't do anything about it.
Try different Veterans organizations for a grant ... contact an American Legion's "Legion Riders." I know our riders help with everything from furnature to helping with the first few months rent, etc ... so why not a motorized bike?

SSG Bill McCoy there is technically a VA program for sports equipment but requests generally aren’t routed correctly because many VA employees think the requests should be only focused towards mobility assistance such as mobility scooters, walkers, etc

Not to sound ignorant, what value is there in having an electric mountain bike. Is the Veteran physically injured, if so, then how do they recover from a fall, if not, then why do they require electric? Again, truly don’t understand.

She doesn't want/need it for actual "mountain bike" stuff ... just in lieu of a VA scooter due to limited range, and I imagine speed. Probably should've left off the "mountain" part, but the need seems legit. I use a power wheelchair and live in the country - it's great for shopping and other trips, at least where there are sidewalks. I could see the use of a motorized bicycle, except (LOL) I have serious balance problems and my legs wouldn't hold me up while stopped which is why I had to give up motorcycling. LOL
