Would my husband be able to get my no fee passport at his base in Germany or would I have to go to a base in the states?

My husband is currently in Germany and I am state side. We have command sponsorship approved and all we need is my no-fee passport. I am aware I need to get it done at a military passport office but it is a couple hours away. Would my husband be able to get my no fee passport at his base in Germany or would I have to go to a base in the states?

If you provided him all the documents and pictures, sure. But, the matter of how you're going to get that passport into your hands is another matter. We are talking a delay of a few hours for you to do it at the nearest base or a delay of weeks to have your husband do it and then find a way to have it mailed officially to you.
But, if we are talking about the Blue Book Passport, you can skip a lot of middle people and go thru your local USPS office.

I wouldn't be able to do it at a local passport office as I already have my tourist passport but I am in need of my no fee passport.

That all depends on what Germany's country clearance requirements are and if you want to travel there as a 'sponsored family member' or a 'regular U.S. citizen'. Without a Special Issuance Passport (SIP), you're the later.
From DoD's Foreign Clearance Guide*, "Per DoDM O-1000.21, currently under revision, DoD civilian eligible family members on official travel are required to apply for the appropriate SIP, prior to departure from the point of origin".
So, if you want DoD to pick up your travel and sponsor your entry into the country, the regulation says you have to apply for a SIP prior to your travel. However, "After applying for an Official Passport and if it cannot be obtained prior to departure, use of a Regular (blue) Passport in lieu of the Official Passport is permissible for travel via MILAIR, contract and commercial air".
The big item for you is that a SOFA (Status of Forces Agreement) stamp is only placed in your SIP and not your regular passport (though if you apply for one and travel on your regular passport, there are steps to get the SOFA stamp added if you get your SIP after travel).
Again, call the DoD Passport and Visa Office* as they will be able to give you the up-to-date definitive answers.

How long does command sponsorship take to get accepted for Germany? My husband turned in the paperwork a month ago and nothing yet. I am not on EFMP as I have no medical issues.

Disclaimer: I've been retired for several years so policy/procedure may have changed....
IF (and that's a BIG IF!) memory serves me correctly, your husband should be able to start the initial paperwork for your passport at his local Military Personnel Office (MPO). You will need to be physically present at your nearest MPO to complete the application as official photographs and signatures will need to be obtained. Best bet is to have your hubby contact his local office and ask them what the best course of action is.

I'm fairly confident you need the passport before you will be allowed to board any aircraft. My wife and children had to have passports before they could accompany me overseas in the early 2000's. I don't imagine that requirement has changed.

You MUST have a passport to fly internationally. If you have a travel passport already, you can use that to get to him.
The no-fee passport is provided my the military (at no cost to you) to allow you to travel and live at your husband's duty location. It does not allow you to freely travel anywhere - you would still need a travel/tourist passport. You must be present to verify your identity and get your photo taken to apply/recieve a passport.

I went to Germany for reforger 1985 all we needed was our ID card & dog tags. I went back to E GERMANY & the CHEZCH REPUBLIC on A liberation tour ware my unit fought the Germany's in 1945 the 26th (YANKEE) INFANTRY DIVISION 101st INFANTRY REG. MA ARMY NATIONAL GUARD on this tour I had to get my Blue passport because we are all veterans at this time we had 4 that was there at the time in 1945 the local people treated me just like I was there I was born 1961 served 1981 to 1987 honorable discharged 9 DEC 1987 but still serve as SGT AT ARMS 26th (YANKEE) INFANTRY DIVISION VETERANS ASSOCIATION known as the Y.D.V.A. BOSTON MA. All you need is the signed DDFORM 1056, but you have to show up in person at the appointment for the picture with the certifying ID documents. I don't see how your spouse can get it on your behalf.
If all else fails, you can get it at RAB if you travel to Germany on a tourist passport, but they don't tell you that because you could be held up at the airport or enroute to the base if you are claiming travel as "DoD military spouse" without the SOFA stamp in a no-fee passport.
U.S. citizens and foreign nationals from countries not requiring a visa for Germany, may enter without a SOFA certificate if unable to obtain one prior to departure. However, they should carry a copy of the sponsor’s travel orders to Germany and must visit their servicing passport office to request the identification certificate within 90 days of arrival.

Amanda Taylor - My recommendation is to exhaust every method you can while in CONUS to get it done. That way you don't have add one more thing stressing that you get document checked by German Police and then detained for letting slip you are a military spouse without the SOFA stamp (or that you won't get it within 90 days making you an illegal resident subject to criminal penalties or deportation).
The military passport office can set you an appointment, so you don't have to worry about not getting seen if you have to travel to the passport office on post.
