Should this government employee be forced to repay the taxpayers for "double dipping"?

There's nothing illegal in having a side job as long as he didn't charge the government for his services or perform them during duty hours. So, it's not actually double dipping.

I don't see a problem with an individual making money on the side. I have worked two jobs before, but in this case there is a conflict of interest. It's kind of like working full time for Walmart's and applying for a part time job at Kmart's it's not going to happen. Too much of a conflict of interest. Neither company would knowingly allow that.

Absolutely not , shady at the least.
