I believe you&#39;re talking about a CBR type event. I was Skipper of Environmental Engineering Unit Pacific around 15 years ago. We had an operational mission to clear MSRs but that revolved more around heavy use of HTH, wearing MOPP gear while you did it, etc. Most planning over say a city getting slimed somewhere relates to perimeters, i.e. heavy, moderate, low, safe dependent on what&#39;s used, weather conditions, etc. There are modeling tools that you use to establish this stuff and putting the right resources into the correct location, and then executing the response. Obviously the main problem is avoiding needlessly spreading contamination. These plans tend to be thick and not for amateur consumption. They all conform to and are executed to the ICS format so anyone coming in from outside the area can fall right in. One area where there will be a collision between public interest and reality is much of the area just needs to be left alone and let time will do its job. So we focus on the people. Although bleach is good for many things, there&#39;s stuff that pretty much doesn&#39;t care about bleach until you get it in high enough concentration to be effective but then it&#39;s a problem with the body. Everything is a trade off. When I was the Navy Regional Ops Center N-4, we had these plans which were integrated with state, county, and local response and depending on the event would either host everyone working the response management in our ROC or the State one at FT Lewis. We did spend more time on strategic asset stuff along with DoE but that was the nature of our business. BTW for the West Coast, the big planning revolves around earthquakes, volcanoes, and more recently ArKStorm. Japan is the SME in this field. They should have been on speed dial with Katrina. That entire country knows what to do, where to go, etc etc. All those earthquakes, landslides, and tsunamis have made them very efficient. I pray we are sending our FEMA people to Tokyo. They have computers that can show what happens to city X widen nailed by power outages, natural and man made disasters, etc. They can put their plans of action in effect and watch different scenarios plan out. There are some amazing simulator videos online. In fact, you could probably call them and they would be happy to help with that kind of information. If you are a 68W or have any part in a MasCal situation, they have the Field Management of Chemical Casualties. It would give you some great hands-on experience with decon. The primary solution would be water an or soap and water, for example Dawn Dish washing soap is an excellent decon solution to use with water.
