AR that covers requirements for per diem?

I am currently TDY, and am not receiving any per diem. I've been told that to receive per diem I can't be getting all three meals, but I have also been told that meals, laundry services, and an AEFES must be present not to get per diem. I am hoping to find the requirements for per diem because I am currently paying roughly $100 out of pocket just to get a hair cut, so clearly any amount of per diem would help.

where the hell are you TDY where a haircut is $100??? buy a set of Wahl clippers and do it for free.

Are you in a hotel. Do you have access to DFAC for 3 meals a day?

LMAO!!! as to what SrA John Monette says, "where the hell are you TDY where a haircut is $100???" Vegas??? The old AR is 614-11 Temporary Duty (TDY) dated 15 October 1979, from my days of TDY everything was done electronically and most of the time if you are entitled per diem it is always equated for you, but it is not done daily, you do not get vouchers or money every day, you spend out of pocket and keep your receipts from what you spend. If you opted for an advance and already spend it (on your haircuts) then that's on you, your are allotted so much per diem per day breakfast, lunch and dinner depending on if there are services available i.e. DEFAC, Base amenities etc. if you are in the middle of nowhere and have no access to these facilities then your per diem should be equated for that geographical area.

But I would take advice from others and buy your on clippers and do your own haircut!!!!

The reg is the Joint Travel Regulation, it's about a 9MB download.
Per Diem is the combination of Meals and Incidental Expenses (M&IE).
If Meals are "Provided" (free DFAC), you don't get money for meals.
If meals are "Available", (pay cash at DFAC), then you get the price of all three DFAC meals. If neither, you get full meals. Incidental expenses is $5 per day CONUS, you get that regardless, and is intended for costs like laundry, ATM fees, phone, internet service charges, haircuts, etc.
You get the money when you file your voucher.
Or, prior to TDY, you request an advance if you do not have a government travel card.
