Are AGR warrant officers rated differently than TPU warrant officers?

We have an AGR CW2 in my Company. I believe AGR Warrant Officers are supposed to be rated differently than TPU Warrant Officers but I can't find the reference. This comes down to who could get the top block - an AGR is at the unit everyday doing work as opposed to a TPU Warrant Officer who is there once a month and for AT. Aren't AGR personnel rated against other AGR personnel in the unit? What is the reference for this?

No difference in rating requirements. That said, the rating chain should consider the level of duties/responsibilities between AGR & TPU Soldiers. AGRs do have different promotion boards...

Had an AGR Warrant that worked for me in a multi-comp unit. He was rated the same way on the same scale as the rest of my AD Warrants.

All are rated the same; there is no differentiation in the senior rater's profile.

Of the 3 CW4s at my Brigade HQ, one is TPU, one is on MOB orders, and I'm AGR. We're all going after that top block.

In many cases the TPU Warrant is a Military Technician with an equivalent amount of experience only on the civilian side but it is not always the case. This is what is supposed to happen... but often times TPUs are held to be expert whether or not they are full time or part time.
Review AR 623-3 Section 3 2-14 b (3)
(3) Assess and evaluate the abilities and/or potential of the rated Soldier relative to his or her contemporaries.
Note. For OERs, this includes officers of the same rank and promotable officers who are serving at the same rank as the rated
officer.
This involves evaluating performance in perspective by considering—
(a) The rated Soldier’s experience.
(b) The relative risk associated with the performance.
(c) The difficulty of the organization’s mission.
(d) The prudence and results of action taken.
(e) The adequacy of resources.
(f) The overall efficiency of the organization.
