They'll tell you when you can (/should) wear the new APFU. Off duty or on your own time, I believe you are authorized to wear the new APFU. It's available and the ALARACT talks about its wear. The message does say that the wear out date for the old PT uniform is 30 Sep 17 and everyone must have the new APFU by 1 Oct 17. I can't find the new fleece cap or shorts however, so I'm guessing you'll have some NCOs complaining about mixed uniforms.
