Are Commanders required to sign SOP's ?

In discussion with my PBO, we are discussing who should sign the SOP for the department, I say it should be the commander or his delegated representative of the organization. He is making the case that the Department Chief (Civilian) can sign the SOP. Help me out RP family, who should sign the SOP, and what regulation enforces your answer. I looked up ATP 3-90.90, is there another regulation out there, that I am not aware of ?

SFC Private RallyPoint Member, ATP 3-90.90 says this about commander's signatures:

2-12. SOPs usually become electronic and paper documents prepared in word processing programs. As instructional media, they may include digital, audio, or visual components. The authors normally prepare a memorandum containing the SOP, for the commander’s signature. They prepare supporting instructional materials and applications to facilitate use of the SOP.

You probably knew that. Isn't that enough for your Department Chief? Is he saying that "normally" does not necessarily mean always?

I would ask this: who is responsible for creating, implementing and enforcing the SOP? That's who has signatory authority.

My previous CA unit, I was the AGR Supply SGT. We had s4 sops from higher but we're directed to create a BN and individual Company Supply sops. I prefer a unit SOP that the CO CDR signs off on so that he/she has a better understanding of what procedures will be implemented in order to safeguard his property and the process of basic day to day supply ops and the forms that go with them.
