Can a WO apply to the program and try to become an officer, they can apply like any other eligible person. Having said that what career field are you looking to go Warrant in? If it is as an Aviator which I assume since you are a PFC why would you want an ROTC scholarship? If it is for your degree why not utilize tuition assistance and get your degree that way? As an aviation Warrant Officer your primary duty is to fly helicopters, which by the way is the best job on the planet. Officers do not fly nearly as much as Warrants and my life as a W4 is so much simpler than any O3 or O4 with whom I work. If you want to fly Warrant is the best option. There are ways to complete your degree as a Warrant Officer and you get the best of both worlds. Just my two cents.
