In the 1990s, the RCP for a SFC was 24 years and 27 years for a SFC(P). During the drawdown, it changed to 22 years and 24 years respectively. Later, out of necessity, it changed to the current 26 years and 29 years. This is a management tool the Army has to ensure it has the ability to "right-size" the force. The unfortunate this is that "we have", "we do", and "we will" lose good soldiers in any personnel management system we use.
