It is RP members friend requesting you to build their network and as a result increase their influence score. I only accept people that I know or those who are in my career field. Everyone else who randomly tries to connect with me I just decline their request. Declining their request actually takes influence points away from the person. In the long run randomly trying to connect with people will likely do more harm than good to those individuals influence scores.
