I've always wondered what the feathers on their berets meant, and I was told that they're combat awards, similar to our CAB/CIB. I believe they have to be for valor. They're not valor awards. My roommate in Bosnia was an officer with the 5th Battalion, Royal Regiment of Fusiliers, who wear a red and white feather in their cap. It's called a hackle, after the feathers on the back of a rooster's neck. The guy in your photo is in the Royal Highland Fusiliers, and that's their normal headdress.

https://en.wikipedia.org/wiki/Hackle
