Can SM be negatively counseled for not completing SSD levels 1 and 2?

If they don't complete the required SSD for their rank, they will receive a DA bar. ATRRS will not enroll you in previous SSDs if you have not completed them yet.

It depends. But yes, if someone is not completing their mil Ed, a good leader should counsel and provide action plan to accomplish that task

They can, and they should. However, a good, engaged leader will have counseled the Soldier and made them understand the importance long before it ever makes it to a “negative” counseling.

Soldiers can be counseled for almost anything. As others have mentioned, it is a form of communication that documents the Soldier being informed. An additional repercussion of not completing SSD is that the individual can be barred from continued service. Leadership can bar them for failure to be competitive for promotion. As leaders, it is our job to motivate Soldiers to better themselves.
