Can someone explain the new tier level system in the new Army Promotion system?

The tier levels are mentioned in the regulation where if you are a tier level 1 soldier your TIG and TIS is shorter compared to a Tier level 2 soldier however it doesn't detail what makes a soldier a level 1 or 2 and who is responsible for that decision. Any info would be appreciated. Thank You

never heard of it. Not sure why the promotion system and eval system have to change every few years. Were the old ones really that bad

Competency Tiers
The Army’s three (3) tiers of grouped competencies: Tier I - Core competencies that are generally required of all employees of an occupational series. They are based on ratings of importance by the employees and their supervisors, and are typically the most highly rated competencies (i.e., those rated 3 and above on a scale of 5). Tier 2 - Competencies that are important for functional (Specialty) areas within an Occupational Series and are not included in Tier 1. Required of all employees of a given specialty (“parenthetical”) within an Occupational Series. Tier 3 - Competencies that were not included in Tiers 1 or 2, but are required of an employee in a specific position. Correction it's shown in table 3-1 in AR 600-8-19 and it's called primary and secondary zone not tier level. It states that the commander can put a soldier in the secondary zone which cuts the TIS basically in half.

I believe you are asking about the new Select Train Educate Promote (STEP) Program for NCO promotions. There are different priority levels which determines who goes to school first. If you are already on the PPRL and complete your SSD and NCOES you will get promoted.

It's easy Tier 1 is 90% or higher or which ever top 10% of your graduating class. Tier 2 is just below or you got a counseling while at NCOPD. They explain on the ALC webpage
