Can you have a Soldier that lives Off-Post brought back to Post (Barracks) if that Soldier is unable to get himself to work?

Is there anything in the regulation to have a Soldier come back to Post to live in the barracks if he is unable to get himself to work? For context, the Soldier is married but is currently not residing with his spouse. This hasn't been the first time either, the Soldier is constantly having car issues which is fine the first couple of times but when it's a constant issue then now I am looking for a permanent solution. I would greatly appreciate any information anybody can provide or any regulations covering an issue such as this.

Your off-quarters are approved by the Commander - "Yes", he can order you on post into the barracks if he is unable to maintain your accountability as a soldier at your place of duty.
Further "Commanders will ensure equitable distribution of FH assets on and off post among all pay grades by means of reallocation and/or redesignation actions."

It would be much more difficult to authorize restricting a Soldier to post who is authorized BAH than it would be to bar, separate, or assist the Soldier.

You start running into competing issues of you try to restrict the Soldier long term. They aren't authorized to be in the barracks for longer than 30 days because they're authorized BAH. The commander doesn't have any reason to restrict the Soldier because they aren't under any UCMJ action.

The authority to grant an exception would almost certainly be the garrison commander, and since it involves Army money it has to be thoroughly justified. An example would be a substantiated case of domestic violence. When this case reaches that Commanders desk, they will ask, is this the only course of action to solve this problem? The answer is no it's not

Is it possible? Yes. The Commander can do it. Is it easy? No, it's a process and you'd be better off working a plan to institute some form of carpool while you help the individual address their car issues. Be sure to document everything you are doing and have done. Tagging in the Commander to pull the Soldier back to base should be a last ditch effort and even then you are limited to how long you can authorize it. The main focus needs to be working a plan to get him to and from work while you assist them in addressing their vehicle issues.

It sounds like this has become a habit. If he isn't back on duty when he is supposed to be he is AWOL and can be charge with Article 86. Maybe that is what he needs. A couple times with some money coming out of his pocket should do the trick I would think.

I don't know about current regs, but with the proper documentation I brought a soldier back in, that was years ago.
