<div class="images-v2-count-0"></div>Depending on the Civilian position, the DOD sees the training as necessary to maintain the job coverage as the civilian will most likely not be deployed when the SMs have to go and they have experience and continuity within the duty position why everyone else is gone, at least that is what my experiences within that arena have seen.
