I've heard that the Air Force is the most difficult followed, the Marines, then the Navy. I'm clueless on the Coast Guard system. Testing to the NCO ranks (E-5/E-6), you have your performance report that can be worth anywhere from 50-250 points. Two 100 question tests (1 for general AF knowledge and 1 for your job) plus awards/decorations points. For MSgt promotions, those are based off the two tests/awards-decs mentioned above plus your EPR is graded at a board that consists of two CMSgts and 1 Colonel.
TSgt Joe C. The Army tried a knowledge based test like the AF has in the 90s. The Army Instructors at the EOD School hated it. If you have great recall it's not a bad system. Otherwise it sucks. And I can say our Army’s promotion system, up to E-6, is a joke. It is not based on leadership ability and potential, or competence. In the Reserve and National Guard, as long as you're well liked, well connected, or an attractive female, your leadership can promote you all the way to E-6, with in three years, with just one NCOER as an E-5 and no accountability. And on active duty, if your points are low enough, it’s about the same.
