Fill the holes that you have and they are yours for the duration. However, there are requirements for the Army Reserves units that are going to an exercise that has an evaluation that requires you to bring a certain percent of Soldiers in order to be evaluated. If you do not have that number they cross-level them to you for the three week exercise. Do you think this is a true assessment of the unit and worth cross-leveling? But if you cross-level for an AT, what guarantee that you will get those same soldiers for a deployment? It could give a false sense of ability. Those cross-levels may do a great job for the unit but if they don't go on the deployment, then what are the unit's real capabilities? Every Unit regardless of compent is the sum of its parts combined with the CMD TM. Therefore the first is true. It is a picture or snapshot of the unit at the time the AT was taken. A year from then it should still be fairly accurate but after that the unit could perform very differently. I conducted a TAM as a CDR 3 years after the previous TAM. The personnel in the unit had turned over 80%. Your TR3 should be a good picture of how the unit will function in the next year if the CDR is the same.
