Do I qualify for the short tour and long tour ribbon for serving a 24 mo tour to Turkey?

Not both ribbons for one deployment, no. Based off length of service, you qualify for one or the other. In this case, long tour.

Not a real deployment though bc it's not a combat zone I don't think you're able to get either

The time requirement was not met the minimum time for short tour is 9 months by your unit returning early you served overseas but do not qualify for the award.now on a personal note I feel this should be shortened for combat duty. Best of luck but I believe your previous unit was incorrect to award the award.
